Place of performance is the United States, FOB Destination at origin with inspection and acceptance at origin. Bidders must be granted access to the Technical Data Package (distribution code "D," limited to DoD and U.S. DoD contractors) prior to bid submission or their bid will be rejected. All contractor personnel must complete DoD Mandatory CUI training and sign a CUI Non-Disclosure Agreement prior to accessing Controlled Unclassified Information.
The contract specifies 3,106 units in the first ordering year and estimated quantities of 480 units annually for years two through five. Pricing must cover Contract Line Items 0011 (First Article Test Report), 0021–0025 (annual unit prices for each ordering year), and CDRL line 9000 (contract data requirements, not separately priced). First Article Testing is required unless waived; bidders requesting waiver must submit the First Article Waiver Worksheet with supporting documentation.
Technical requirements include compliance with MIL-DTL-16232 heavy phosphate coating specifications, ISO 9001:2015 quality management standards, MIL-STD 1916 acceptance procedures (VL III for major characteristics, VL II for minor), military preservation and packing per MIL-STD-2073-1 and Special Packaging Instruction AM5830128 Revision D, and configuration management per SAE EIA-649-1. Bids must remain valid for a minimum of 120 calendar days. Amendment 0001 issued September 28, 2026 deleted DFARS 252.211-7003 (Item Unique Identification) in its entirety, eliminating UII marking and valuation requirements for all production deliverables. Award will be made to the responsible bidder with the lowest total evaluated price; only one award will be made. NAICS code is 332994, Small Arms, Ordnance, and Ordnance Accessories Manufacturing.
