About this file

This is a Questions and Answers (Q&A) document clarifying contract requirements for a federal procurement involving the delivery of an Elevating Mechanism Assembly.

The document addresses a single clarification regarding Unique Item Identifier (UII) requirements under DFARS 252.211-7003. The government confirmed that UIIs are strictly required for all physical hardware units delivered under production Contract Line Item Numbers (CLINs) 0021, 0022, 0023, 0024, and 0025, in accordance with MIL-STD-130. The UII requirement does not apply to CLIN 0011, which is designated for the First Article Test Report—a data deliverable rather than physical hardware. The government further clarified that the exceptions table in paragraph (c)(1)(ii) of DFARS 252.211-7003 is marked "N/A," confirming that no delivered hardware units are exempt from the marking requirement. This Q&A provides essential guidance for bidders preparing proposals to ensure compliance with federal item identification standards for all deliverable hardware components.

Q&A No. Bidder Question Government Response / Clarification 1 Under DFARS 252.211-7003, is a Unique Item Identifier

(UII) required for the Elevating Mechanism Assembly?

Yes. A Unique Item Identifier (UII) is strictly required for all physical hardware units delivered under the production CLINs (CLINs 0021, 0022, 0023, 0024, and 0025) in accordance with MIL-STD-130.

The IUID requirement does not apply to CLIN 0011, as that line item is for the First Article Test Report (a data deliverable), not physical hardware.

As shown on page 62 of the solicitation, the exceptions table in paragraph (c)(1)(ii) of DFARS 252.211-7003 is marked "N/A," confirming that no delivered hardware units are exempt from this marking requirement.
