About this opportunity
The General Services Administration Public Buildings Service Central Office seeks to lease office space in Fort Lee, New Jersey, for a minimum of 24,936 to a maximum of 26,183 ANSI/BOMA Occupant Area square feet, with offers due November 23, 2026. The procurement carries no set-aside, but the RLP package is sensitive: it is not publicly posted on SAM.gov, and offerors must request access from the Lease Contracting Officer's designee, who authenticates business need to know before releasing the full requirements. Amendment No. 2 (November 2, 2026) supersedes all prior versions of the R100 and Combined Advertisement and Procurement Summary. Amendment No. 1 (October 29, 2026) reinstates Section 2.06 on real estate tax adjustments. Respondents must return signed acknowledgments of both amendments with initial offers by November 23, 2026, to Kevin.Johnson-praa-c@gsa.gov and Timothy.Wells@gsa.gov.
Place of performance is Fort Lee, New Jersey, within an area bounded by Old Tappan Road to the north, Route 9 to the south, the Hudson River to the east, and the Garden State Parkway to the west. Space must be above the first floor, preferably contiguous on one floor and not exceeding two, in a commercial office district. The site cannot sit in the 1-percent-annual-chance floodplain or adjoin residential, educational, or religious facilities or abortion clinics. Subleases are prohibited.
The lease is fully serviced for a 15-year firm term, with Government termination rights after the firm term on 120 days' notice. Estimated occupancy is Fall 2028. Required features include 150 reserved, covered parking spaces: 120 within 0.25 miles and 30 secured, caged spaces within 500 walkable feet, each 18 by 9 feet with 7'6" clearance and capacity for vehicles up to 13,000 pounds. A licensed structural engineer's report certifying 13,000-pound support is required with proposals. The space must also include a fitness center, training room, two locker rooms (approximately 1,400 ABOA square feet), a firearms storage room, server rooms held at 68 to 72 degrees Fahrenheit 24/7 with supplemental HVAC, two separate entrances, 9-foot minimum ceilings, a loading area with double doors or an overhead door for pallet-sized loads, and 24-hour, seven-day Government access. Offerors must demonstrate Energy Star certification or qualify for a statutory exception, submit a Fire Protection and Life Safety Evaluation (Form 12000, Part A for floors below the 6th, completed by the offeror; Part B for the 6th floor and above, completed by a licensed fire protection engineer), and comply with Section 889 telecommunications prohibitions. Active SAM registration is required.
The Government will award to the responsible offeror submitting the lowest-priced technically acceptable offer, using present value at a 5 percent discount rate. Pricing must be submitted as fully serviced rates per ABOA and rentable square foot, itemizing shell rent, operating costs, parking, the tenant improvement rate, and the BSAC rate. The Government anticipates a tenant improvement allowance of $103.90 per ABOA square foot and BSAC of $12.00 per ABOA square foot. Offerors must submit an executed broker commission agreement with initial offers and disclose commissions on GSA Form 1217, blocks 31a and 31b. The broker, Jones Lang LaSalle, will forego a portion of its commission as a Commission Credit applied to shell rent, which is treated as a rent deduction in price evaluation, while broker commission is not separately evaluated. No incumbent is identified. Offers are submitted electronically through the Requirement Specific Acquisition Platform at leasing.gsa.gov. Lease Contracting Officer Timothy Wells administers the solicitation, and Kevin Johnson serves as broker representative.
