About this opportunity
The National Park Service is soliciting proposals to award a ten-year concession contract for the operation of a pack station, guided trail rides, and related services within Sequoia and Kings Canyon National Parks. The concession opportunity encompasses operation of Grant Grove Stables and Cedar Grove Pack Station, serving approximately two million annual visitors across both parks. Prospective operators must submit a Notice of Intent to Propose by March 27, 2026, at 12:00 p.m. Pacific Time, with final electronic proposals due April 9, 2026, by the same deadline. Key question deadlines have already passed (February 5, 2026), with responses to submitted questions now available on the NPS Commercial Services website through Amendment No. 2. All inquiries and submissions should be directed to Mark Juretschke, Financial Analyst, at mark_juretschke@nps.gov, and the NPS will only accept electronic proposals in the specified format outlined in the proposal instructions.
This solicitation carries no set-aside designation and represents the replacement of the expired Concession Contract No. CC-SEKI001-19, as the previous concessioner declined a one-year extension in December 2025. The estimated initial investment required is $353,000, with projected Year 1 revenue ranging from $180,000 to $230,000, with the concessioner responsible for paying a percentage-based franchise fee to the government. The contract term is ten years with an effective date of January 1, 2027, though the NPS is interested in commencing visitor services during the 2026 operating season if feasible and mutually acceptable to the selected operator. The place of performance is located in California 93262, encompassing both Sequoia and Kings Canyon National Parks. The concession opportunity falls under NAICS code 713990 (All Other Amusement and Recreation Industries) and PSC code M1FB (Operation of Recreational Buildings).

Update #2 ·
The National Park Service (NPS) has issued Amendment No. 1 to the solicitation for a business opportunity to operate a pack station, guided trail rides, and other services within Sequoia and Kings Canyon National Parks.
Amendment No. 1 extends the solicitation due date to April 9, 2026, and updates other dates.
The Service is extending the solicitation period because the previous Concession Contract No. CC-SEKI001-19 (Expired Contract), has now expired and the Service wishes to allow for more time for interested parties to view the prospectus and submit a proposal. The Service provided the previous concessioner with a one-year extension of the now Expired Contract to continue visitor services for the 2026 operating season. However, the previous concessioner elected in December 2025 not to sign that extension, and as such, there is no longer a current concession contract in place for the 2026 operating season. Although the projected effective date of the Draft Contract is January 1, 2027, the Service is interested in providing visitor services during the 2026 operating season if feasible and mutually acceptable to the selected entity for this solicitation.
Questions regarding this solicitation must be submitted in writing no later than 12:00 p.m. Pacific Time on February 5, 2026, via email to mark_juretschke@nps.gov.
Any interested party intending to submit a proposal must submit a "Notice of Intent to Propose" as described in the Business Opportunity and Proposal Instructions, no later than 12:00 p.m. (Pacific Time) on March 27, 2026.
The NPS is ONLY accepting electronic proposals in response to this prospectus. Any proposal must be received electronically, no later than 12:00 p.m. Pacific Time on April 9, 2026, in order to be evaluated and considered for award of the concession contract.
Included with this amendment is the amended Business Opportunity document, which reflects changes necessitated by the expiration of the previous concession contract.
