The agency is seeking an experienced operator to manage Five Brooks Stables and Five Brooks Horse Camp beginning in December 2026. Key contract requirements include compliance with Personal Property Improvement Requirements (PPIR) for employee housing trailers, as detailed in Amendment No. 1 to the solicitation released on December 1, 2025. While the notice does not explicitly detail evaluation criteria, proposals must be submitted electronically and must address the operational requirements outlined in the prospectus, including the updated sections referencing the PPIR. Critical deadlines include a Notice of Intent to Propose due by January 27, 2026, and electronic proposal submissions due by February 26, 2026, both at 12:00 p.m. Pacific Time.

This opportunity carries no set-aside designations and is open to all qualified bidders. The estimated investment required is $346,000, with projected first-year revenue ranging between $304,000 and $336,000. The concessioner will be required to pay a percentage franchise fee to the government as part of the contract terms. The operation is located at 8001 Shoreline Highway 1, Olema, California 94950, approximately 34 miles from San Francisco within Point Reyes National Seashore, which anticipates approximately 2.4 million annual visitors. A non-mandatory site visit was scheduled for December 10, 2025, to allow interested entities to tour the facilities and understand the scope of operations, with attendance limited to five representatives per entity.
