About this opportunity

The General Services Administration is seeking design-build teams to provide comprehensive design and construction services for the renovation of roofs and elevators at the Centers for Medicare and Medicaid Services Headquarters in Woodlawn, Maryland. This procurement will be managed by GSA's Public Buildings Service, Office of Program & Project Management, Capital Project Acquisition Delivery Division, with support from an engaged Construction Management firm. The project requires contractors to demonstrate the capability to successfully coordinate all trade and subcontractor work while adhering to applicable government guidelines throughout project execution. The procurement will utilize the Two-Phase Design Build project delivery method to ensure cost-effective solutions for federal buildings. The pre-solicitation notice was posted on April 13, 2026, with a deadline for submission of April 28, 2026, allowing potential bidders fifteen days to prepare their responses prior to the formal RFP release.

This procurement is designated as a Total Small Business Set-Aside, restricting eligibility to firms meeting the small business size standard of $45 million under NAICS code 236220 (Commercial and Institutional Building Construction). The project encompasses renovation of approximately 300,000 square feet of roofing across all four campus buildings and modernization of multiple elevators, including six passenger and one freight traction elevator in the Central Building, six passenger and one freight hydraulic elevator in the South Building, and one warehouse elevator. The CMS Headquarters facility, originally constructed between 1993 and 1995, consists of four buildings designated as North, South, Central, and Warehouse. While the pre-solicitation notice does not specify a detailed budget range, the scope suggests a substantial capital project requiring experienced design-build capability and specialized expertise in both roofing systems and elevator modernization across multiple buildings.
