About this opportunity
This solicitation seeks proposals to implement the USAID Heshimu Bahari Activity in Tanzania over five years from October 2022 to September 2027. The US Agency for International Development Tanzania aims to procure services to support marine biodiversity conservation through establishing an enabling policy framework, empowering community management of protected areas and fisheries, and increasing scientific engagement in policy and management. Proposals are due by July 15, 2022 and will be evaluated based on technical approach, management/staffing plan, and past performance. Questions must be submitted by April 29th.
There is no set-aside designation. The activity involves establishing a network of marine protected areas, strengthening community co-management structures, incentivizing private investment through policy reforms, and building scientific capacity. The place of performance is Tanzania and the period of performance is five years with a budget between $5-10 million. Offerors must demonstrate $5 million of relevant past performance in marine biodiversity conservation in a context similar to Tanzania.
Notice text
The USAID Heshimu Bahari activity is part of the U.S. government’s biodiversity conservation portfolio in Tanzania. This will incorporate a series of interventions that support and strengthen the capacity for biodiversity conservation in a manner that i) reduces the use of illegal and unsustainable fishing; ii) improves the governance and management of coastal land and seascapes; and iii) improves policy development and capacity to implement policies. These interventions together will reduce threats to marine and coastal biodiversity in Tanzania while moving Tanzanian institutions further on their journey to self-reliance.
