About this opportunity

The National Institute of Standards and Technology (NIST) is soliciting quotations for 3 High Power Balanced Photodiodes through a Request for Quotation (RFQ) designated NB672010-25-02219. This procurement requires specialized semiconductor devices with extensive technical specifications including DC-20 GHz operation, greater than 15 GHz 3-dB bandwidth, dual single-mode fiber inputs with FC/APC connectors for 1550 nm continuous wave input, and 2.92 mm single-ended RF output connectors. The photodiodes must demonstrate photodiode responsivity greater than 0.3 A/W and support greater than 50 mA continuous wave photocurrent. The solicitation will be evaluated using a lowest price technically acceptable approach with technical capability and price as the primary evaluation factors, requiring vendors to demonstrate their ability to meet the detailed specifications. Quotations must be submitted electronically to Daniel Kent at Daniel.kent@nist.gov by July 11, 2025, with all submissions requiring firm fixed pricing and Net 30 payment terms.

This procurement operates under Simplified Acquisition Procedures with NAICS code 334413 (Semiconductor and Related Device Manufacturing) and carries no set-aside designation, making it unrestricted and open to all qualified contractors. The contract will be awarded on a best value basis to the vendor providing the lowest price while meeting technical acceptability standards. Vendors must maintain active System for Award Management (SAM) registration and complete all required representations and certifications in accordance with federal acquisition regulations. The three photodiodes must be delivered to 325 Broadway in Boulder, Colorado 80305, with performance taking place in Boulder, CO. The solicitation includes standard federal clauses covering Buy American requirements, supply chain security measures, and various contractor compliance obligations.
