About this opportunity
The Federal Aviation Administration's Mike Monroney Aeronautical Center in Oklahoma City is seeking a contractor to provide Senior Parachute Rigger Certification Training for FAA Airworthiness Safety Inspectors and Engineers. The procurement involves an 80-hour, instructor-led training course (FAA28303) that covers round and square canopy parachute systems, with the objective of certifying participants as Senior Parachute Riggers. The training must be conducted by instructors with a relevant degree, minimum three years of senior parachute rigger experience, and at least three years of teaching experience. The FAA will evaluate proposals using a Lowest Price Technically Acceptable methodology with four equally weighted technical factors: training syllabus details, training aids and facilities description, detailed daily training breakdown, and instructor qualifications. Technical and cost proposals must be submitted electronically to Contracting Specialist Shelley Howard by 5:00 PM CDT on October 24, 2025.
This solicitation does not utilize any set-aside designations and will result in a Fixed Price Requirements contract with a one-year base period and one four-year option period, covering February 15, 2026 through February 14, 2031. The training volumes will decline over the contract period, starting with 65 students in the base year and reducing to 35 students in the final option year, with classes limited to a maximum of 12 students each. The contractor must provide training at a U.S.-based facility located near a major airport and coordinate with an FAA Organization Designation Authorization testing center for written examinations. Additionally, the contractor must arrange for oral and practical testing services through a Designated Parachute Rigger Examiner, with successful students receiving both a Certificate of Completion and the opportunity to obtain FAA certification as a Senior Parachute Rigger. No incumbent contractor or budget ranges were specified in the solicitation documents.
