About this opportunity

The U.S. Embassy Harare in Zimbabwe has issued a Request for Quotations (RFQ) for bulk fuel storage services, seeking a contractor to provide a storage facility with dispensing capabilities for 100,000 liters of diesel fuel. The facility must include at least 50,000 liters with a bulk dispenser capable of a minimum flow rate of 750 liters per minute, and must be located within 15 kilometers of the Churchill Avenue and Borrowdale Road intersection in Harare. The storage site must be fenced and guarded with exclusive Embassy access to the stored fuel and adequate space for an Embassy-supplied generator. The evaluation will be based on compliance with RFQ requirements, past performance, and the contractor's ability to meet performance and operational standards, with the award going to the lowest-priced, acceptable, and responsible offeror. Quotations must be submitted electronically to HarareGSOProcurement@state.gov by September 11, 2025, and contractors must be registered in the System for Award Management (SAM) prior to submission.

This solicitation does not utilize any set-aside designation and is open to all qualified contractors. The contract structure is a firm fixed-price arrangement for a one-year term with one potential renewal option, with minimum orders of $5,000 and a maximum ceiling of $70,000. The procurement specifically requires storage capacity for 100,000 liters of diesel fuel with specialized dispensing equipment capable of high-volume flow rates. Services will be performed in Harare, Zimbabwe, within the specified 15-kilometer radius of the designated intersection. No incumbent contractor is identified in the solicitation materials, and the procurement appears to be seeking new storage facility services for the Embassy's fuel requirements.
