About this opportunity
The National Park Service (NPS) is soliciting proposals for a 10-year concession contract to operate craft sales at the Folk Art Center within Blue Ridge Parkway, focusing on the sale of handmade Appalachian handicrafts that reflect the cultural heritage of the region. The selected concessioner will be required to maintain year-round operations with specific hours (10 a.m. to 5 p.m. from April through December, and 11 a.m. to 5 p.m. from January through March), provide visitor education about regional folk art, and conduct live craft demonstrations. Proposals will be evaluated across five principal selection factors including resource protection, visitor services quality, operational experience, financial capability, and proposed franchise fee percentage, with a minimum franchise fee requirement of 5.0% of gross receipts. Critical submission dates include questions due by June 26, 2025, notification of intent to propose required by August 6, 2025, and final proposals due by September 3, 2025, at 12:00 p.m. ET. Proposals must be submitted to the NPS Concessions Office in Atlanta, Georgia, with original signed transmittal letters mailed physically and remaining materials submitted electronically.
This opportunity is not designated as a set-aside and is fully competitive with no preferred offeror, though the current incumbent is Southern Highland Handicraft Guild whose existing contract expires on December 31, 2025. The contract features an estimated initial investment requirement of $950,000, with projected annual gross receipts ranging between $2.3 and $2.5 million throughout the contract term from January 1, 2026, to December 31, 2035. The Folk Art Center receives approximately 250,000 annual visitors and is located six miles from downtown Asheville, North Carolina, providing significant exposure for the craft sales operation. Additional financial obligations include establishing a 3.0% Component Renewal Reserve and addressing approximately $250,000 in deferred maintenance within the first two years of the contract. The concessioner will also be responsible for completing a Concession Facilities Improvement Program to repave parking lots and access roads by December 2028, with an estimated cost of $621,000.
