About this opportunity
The National Institute of Standards and Technology seeks a biometric suite for virtual reality studies supporting its Public Safety Communications Research program, with quotations due June 29 and questions due June 22. This is a Total Small Business set-aside under NAICS 334310 (Audio and Video Equipment Manufacturing), with a 750-employee size standard.
Place of performance is Boulder, Colorado. The procurement comprises three line items: one embedded sensor suite capable of measuring electroencephalogram (EEG) with theta/beta and alpha/theta ratios and Phase Locking Value (PLV), electrooculography (EOG) with dwell time and blink rate metrics, and heart rate variability (HRV), compatible with Varjo XR-3, Quest 3, HTC Vive Vision, and Apple Vision Pro headsets or as an integrated solution with a new VR headset if standalone compatibility cannot be achieved; one wearable physiological sensor unit measuring heart rate, HRV, and galvanic skin response via chest, arm, and wrist straps, plus wireless surface electromyography sensors in 4-pack or 8-pack configurations; and one software license supporting all hardware with capacity to record data for one participant at a time, offered as perpetual license or 3-year subscription. Delivery is due no later than 30 days after award.
All quotations must be firm-fixed-price and include shipping. Quoters must maintain active SAM.gov registration and possess an active Export Control Classification Number and Unique Entity Identification Number at award time. Training includes 2–4 hours of remote instruction for five end-users; base manufacturer warranty is acceptable, with acceptance expected within 7 business days of visual inspection. Evaluation criteria are Technical Capability (equipment must meet or exceed all minimum requirements; no prototypes, demonstration models, used, or refurbished instruments), Experience (relevancy and complexity), and Price (reasonableness and compatibility with technical proposal). Award will be made on best value; the Government reserves the right not to award and to make award without discussions.
