About this opportunity
The Department of the Navy Naval Supply Systems Command is soliciting for replacement keyboards and thumb pistons for the chapel organ at the United States Naval Academy in Annapolis, Maryland. The procurement includes five direct replacement keyboards with faux ivory naturals and ebony sharps, along with 166 direct replacement thumb pistons engraved to match existing text, as well as delivery, installation, and regulation services. The solicitation is being issued as a Request for Quote (RFQ) numbered N0018925QL066 under simplified commercial procedures on a sole-source basis, with quotes due by March 27, 2026, at 4:00 PM. The replacement parts must be compatible with the existing Walker Technical Company V-manual organ console currently installed at the chapel, and all components must accommodate retrofit of the existing Walker magnetic keying system. No specific evaluation criteria beyond price and acceptability are mentioned, as this is a sole-source procurement; however, the government reserves the right to consider all quotations received by the closing date and requires quotes to be held firm for 30 days.
This solicitation is designated as a women-owned small business (WOSB) set-aside with an intended sole-source award to Walker Technical Company, Inc., the current equipment manufacturer and only identified source capable of guaranteeing compatibility with the existing organ system. The sole-source justification cites that these are direct replacement parts for equipment previously procured from Walker Technical Company, with no other parts guaranteed to satisfy the government's needs or be compatible with the existing Chapel Control System. Delivery of the replacement parts must occur by April 1, 2026, with installation and regulation work completed between April 1 and May 1, 2026, at the Naval Academy Chapel located at 121 Blake Road, Annapolis, Maryland. The contract will be structured as a Firm-Fixed-Price Purchase Order with two contract line items (CLINs), with both items commencing performance on April 1, 2026. Technical inquiries should be directed to Sara Phillips at phillips@usna.edu, and the contracting officer is Cody Witz at cody.s.witz.civ@us.navy.mil.
