About this opportunity
The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center Panama City Division, is seeking oxygen cleaning services for 450 non-magnetic pressure gauges (Part Number 1120-012) used in MK 16 Mod 1 and VIPER underwater breathing apparatus systems. The contractor must perform O2 cleaning in strict accordance with MIL-STD-1330 Revision E and NAVSEA approved cleaning procedure UP.8.2.2.009 A, with all work to be completed within 60 days of contract award. This is a sole source procurement under FAR 6.302-1, awarded without competition based on the determination that only one responsible source possesses the unique qualifications and specialized clean-room facilities necessary to perform the required service. Award will be made on a best value basis considering price, delivery, quality, and past performance under simplified acquisition procedures. The solicitation was posted on April 2, 2026, with proposals due by April 6, 2026.
This procurement carries no set-aside designation and is a sole source award to United Contamination Control, Inc., located in Langhorne, Pennsylvania. Market research confirmed that three other vendors—DP Industries, General Dynamics Information Technology, and Chase Defense—formally declined to bid, citing lack of necessary facility capabilities. The contract value exceeds micro-purchase thresholds but remains within the simplified acquisition threshold, though specific dollar amounts are not disclosed in the solicitation materials. Performance requirements mandate delivery of 60 gauges within 10 business days of material receipt and the remaining 390 gauges within 30 days, with all work performed at the contractor's facility in Pennsylvania. The Government will furnish all 450 gauges and up to 10 hoses as Government Furnished Equipment and will handle all shipping to and from the contractor's location in Panama City, Florida.

DECSRIPTION: Pressure Gauge NON-MAG
QTY: 450
This procurement is Sole Source to United Contamination Control, Inc. for O2 CLEANING OF PRESSURE GAUGES.
This action is executed under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as services are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. NSWC PCD is the designated depot and technical authority for all EOD Diving and Life Support underwater breathing apparatus (UBA) components. During a recent end-of-life procurement, part number 1120-012 was acquired from the original manufacturer, EATON, with the contractual requirement that the parts be delivered O2 cleaned for use in the MK 16 Mod 1 and VIPER UBAs. Upon receipt, EATON failed to provide the required Objective Quality Evidence (OQE) to certify this cleaning was performed. To comply with SEA00C's continued certification standards, these parts cannot be placed into service or inventory without documented proof of O2 cleaning. To resolve this deficiency, NSWC PCD conducted market research by soliciting formal quotes from four vendors in the industry: DP Industries, General Dynamics Information Technology, Chase Defense, and United Contamination Control (UCC). The other three
vendors formally declined to bid, stating via written correspondence that their facilities lacked the specific capabilities for this process; only UCC possessed the unique qualifications and clean-room facilities necessary to perform the required service. This gauge is now in extremis. There are critical backorders at NAVSUP, which directly impacts fleet readiness. Delays in certifying these parts will prevent the restoration of mission-capable MK 16 UBAs, likely leading to the submission of high-priority Casualty Reports (CASREPs) and a degradation of EOD operational capability. Due to this urgent and critical need, this award is being processed on a sole-source basis to United Contamination Control.
