About this opportunity
Naval Sea Systems Command, Naval Surface Warfare Center Panama City Division seeks removal and replacement of the hyperbaric chamber test bath heating and cooling system at the Naval Experimental Diving Unit's Experimental Diving Facility, with proposals due June 3. This is a sole source procurement to Engineered Cooling Services LLC, CAGE 3CBK2, located in Pensacola, Florida, foreclosing competition.
Place of performance is Panama City, Florida. The procurement involves demolition and removal of existing equipment, installation of a 4.90-ton air-cooled chiller with waterside evaporator leaving fluid temperature of 15°F, inline heating using a Chromalox 480 three-phase electric heater sized for 120°F operation, new copper piping with mechanical isolation valves, automatic control valves (recommended Belimo brand), expansion tanks, circulation pumps, pressure relief systems, insulation with 2-inch cellular glass and PVC/aluminum jackets, and electrical service modifications. The contractor must provide BACnet DDC controls integration with two changeover valves, one diverting valve, immersion temperature sensors, a current monitoring relay, and a 15-inch touchscreen graphical display using Tridium N4 webserver. Control temperature specifications require the chiller at 15°F ±2°F, heater at 120°F ±2°F, and chamber water bath at 28°F to 105°F ±1°F. The estimated contract value exceeds $25,000. The contract will be firm fixed price, awarded on a best value basis considering price, delivery, quality, and past performance using the Supplier Performance Risk System. The sole source justification rests on ECS's existing familiarity with NEDU's specialized hyperbaric systems, current maintenance contract, prior installation of Alpha and Bravo chamber systems, and development of existing digital control systems. Delivery is FOB Destination, Monday through Friday between 0900 and 1430 local time.
