About this opportunity
The Naval Air Warfare Center Aircraft Division - Webster Outlying Field (NAWCAD WOLF), a component of the Department of Defense, issued a Combined Sources Sought/Sole Source Synopsis on January 28, 2026, announcing its intent to award a follow-on Basic Ordering Agreement Task Order to Raytheon Corporation for restoration services supporting the Air Traffic Navigation, Integration, and Coordination System (ATNAVICS). The procurement covers a 60-month performance period and is classified as a sole source award under 10 USC 2304(c)(1) and FAR 6.302-1, with Raytheon identified as the only responsible source capable of providing the required support. The synoptic notice is provided for information purposes only and does not constitute a solicitation or request for proposal. This follow-on procurement is essential to maintaining critical military capabilities for rapid troop and equipment deployment to remote locations.
The objective of this procurement is to secure comprehensive restoration, maintenance, and fleet support services for the AN/TPN-31(V)7 and AN/TPN-31(V)11 ATNAVICS systems, including sensor pallet restoration, repair, refurbishment, and modification services to meet current design specifications. The deadline for interested vendors to submit a capability statement is February 13, 2026, with submissions limited to a maximum of four pages using no smaller than ten-point font. Contractors must be able to demonstrate U.S. citizenship for personnel, maintain appropriate security clearances (minimum Tier-3 investigation for unclassified work; Secret-level for classified work), and perform approximately 100 percent of work at their facility with secure meeting capability for classified discussions. Eligible contractors must comply with NISPOM and Navy information security requirements, establish repair procedures with specified turnaround times for Line Repairable Units, and provide monthly progress reports, technical analyses, and system improvement recommendations throughout the contract period.
