About this opportunity
Naval Sea Systems Command (NAVSEA) intends to award a sole-source five-year Basic Ordering Agreement to Argon St. Incorporated for repair, rework, maintenance, engineering, logistics support, research and development, test and evaluation, training, data collection, and travel services for Common Chassis Electronic Support Measures (ESM) Weapons Replaceable Assemblies (WRA's), Shop Replaceable Assemblies (SRA's), and Sub-Assemblies, with the closest hard date being the due date of October 16, 2026.
NAVSEA will not post a solicitation to SAM.gov; the draft agreement will be issued directly to Argon St. Incorporated (12701 Fair Lakes Circle, Suite 800, Fairfax, Virginia 22033). The sole-source justification cites FAR 6.302-1(a)(2) under 10 U.S.C. § 2304(c)(1), citing lack of sufficient technical data, extensive duplication of costs including re-engineering and re-certifications, and environmental qualifications not expected to be recovered through competition.
The agreement supports Persistent Maritime Unmanned Aircraft Systems (PMUAS, PMA-262), Maritime Patrol and Reconnaissance Aircraft (MPRA, PMA-290, PMS-435) under the Submarine Systems Program, and Naval Undersea Warfare Center (NUWC). Place of performance is not specified in the source. The contract ceiling is approximately $8.4 million over the five-year period (amended from the initial $3.4 million). Job orders will be synopsized individually. The Government point of contact is Ross Adams, ross.m.adams2.civ@us.navy.mil.
