About this opportunity

Paragraph 1:

The Naval Surface Warfare Center (NSWC) Crane Division has a requirement for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to support the Tactical Edge Nodes (TEN) System. The required supplies and services consist of the acquisition of TEN production units, repairs of TEN units, and Engineering Services, including program management, integration, training, lifecycle support, and system engineering. The Government intends to solicit and negotiate with one source, Programs Management Analytics & Technologies Inc. (PMAT), under the authority of a signed Determination & Findings, as PMAT has developed the current TEN configuration and has the ability to meet the project objectives.

Paragraph 2:

This procurement will be a sole source action, and no set-aside is being used. PMAT is the only vendor with the knowledge and ability to build, test, and troubleshoot the TEN system, as they were the recipient of a previous Other Transaction (OT) prototype project related to this requirement. The Government does not possess the knowledge or expertise to recreate these systems or fully install them, and others in industry do not have the necessary skill set or knowledge. The value and timeline for this contract action are not specified in the pre-solicitation notice.

Notice text

N0016424RJW79 - SOLE SOURCE – SUPPLIES, ENGINEERING AND SUPPORT SERVICES IN SUPPORT OF AN/ZPY-3 TACTICAL EDGE NODES SYSTEM – PSC 5840 – NAICS 334511

Issue Date: 3 July 2024 - Closing Date: 18 July 2024 - 2:00 PM EDT

Naval Surface Warfare Center (NSWC) Crane Division has a requirement to issue a five-year Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract, in support of the Tactical Edge Nodes (TEN) System for procurement of supplies, services, and data required to support the Program Executive Office-Integrated Warfare Systems (PEO-IWS) & Maritime Targeting Cell-Afloat/eXpeditionary (MTC-A/X). The required supplies and services consist of acquisition of TEN productions units, repairs of TEN units, and Engineering Services. Engineering Services include Program Management, MTC Integration and Installation of TENs units, Operator, Maintainer, and Maintenance Training, MTC Lifecycle Support, Service Help Desk Support, Testing and Evaluation documentation, Travel and Sustainment of the TEN, along with system engineering efforts to support the Maritime Targeting Cell (MTC).

The Government intends to solicit and negotiate with one source, Programs Management Analytics & Technologies Inc. (PMAT), 348 Bayonne St Norfolk, VA 23505, under authority of the signed Determination & Findings IAW 10 U.S.C. § 4022(f)(2), allowing for the award of a follow-on production contract or Other Transaction (OT) without the use of competitive procedures when competitive procedures are utilized for selection of the parties to the prototype project OT and the participants in the transaction successfully completed the prototype project provided for in the OT. The Department of the Navy, Naval Information Warfare Systems Command, Information Warfare Research Project through its consortium manager, Advanced Technology International awarded an OT prototype project entitled Office of Naval Research Distributed Combat System Adjunct Processor System to Programs Management Analytics and Technologies (PMAT), Inc., on 26 January 2020. In result, this requirement is being solicited on a sole source basis because only the vendor, PMAT, has developed the TENs current configuration and has the ability to meet the project objectives. PMAT is the only vendor with the knowledge and ability to build, test and troubleshoot the system; the Government does not possess the knowledge base or expertise to recreate these systems or fully install these systems. Others in industry do not have the skill set or knowledge that was developed by this vendor to create an alternate solution within a timely and costly manner to the Government therefore full and open competition will not be utilized and the procurement will be completed through sole sourcing.
