About this opportunity
The Department of Housing and Urban Development issued a notice of intent to sole source a firm-fixed-price contract for electronic financial services to Standard & Poor's Global, Incorporated, with a response deadline of July 31, 2026.
HUD's Office of the Chief Procurement Officer, acting on behalf of Ginnie Mae's Office of Enterprise Risk, intends to continue S&P Global's subscription services to provide financial news and analysis, bank reviews, regulatory filings, bank performance analytics, earnings reports, and investor presentations. The current contract (47QFDA21C00008), awarded October 6, 2021, contains a 12-month base period and four exercised 12-month option periods through October 6, 2026. The requirement encompasses financial data and surveillance of commercial banks, thrifts, mortgage banks, and credit unions critical for GAAP-compliant financial statement production and risk analytical modeling. S&P Global is deemed the sole viable source due to unique integration of financial data into Ginnie Mae's proprietary software models; market research identified no competing firms capable of meeting this integration requirement.
Responses must address alternative service delivery methods that do not jeopardize the requirement and mission, document barriers to competition, and demonstrate advantages over sole sourcing. The Government is accepting written responses for three calendar days from publication. Questions should be submitted to Cheri.L.Redding@hud.gov. The contract is being conducted under FAR Parts 15 and 12, supplemented by Housing and Urban Development Acquisition Regulations (HUDAR), with NAICS code 519290.
