Notice of Intent to Sole Source

This is a Notice of Intent to Sole Source for electronic financial services to be provided by Standard & Poor's Global, Incorporated (S&P Global). The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer, intends to award a firm-fixed-price sole-source contract to continue supporting Ginnie Mae's Office of Enterprise Risk (OER) with comprehensive financial data and analysis services. The current contract (47QFDA21C00008) was awarded October 6, 2021, with a 12-month base period and four 12-month option periods exercised through October 6, 2026. The acquisition is being conducted under FAR Parts 15 and 12, supplemented by Housing and Urban Development Acquisition Regulations (HUDAR), with NAICS code 519290 (Web Search Portals & All Other Information Services).

Ginnie Mae requires S&P Global's electronic subscription service to provide financial news and analysis, bank reviews, financial industry data, regulatory filings, bank performance analytics, earnings reports, and investor presentations. The services support surveillance of financial issuers and counterparties, including commercial banks, thrifts, mortgage banks, and credit unions, and are critical for GAAP-compliant financial statement production. S&P Global is deemed the sole viable source due to the unique integration of financial data directly into Ginnie Mae's proprietary software models and risk analytical tools, with no competing firms identified through market research. The Government is accepting responses for 3 calendar days from publication; responses must specifically address how alternative services can be provided without jeopardizing the requirement and mission, overcome barriers to competition, and prove more advantageous than sole sourcing. Questions should be submitted in writing to Cheri.L.Redding@hud.gov.

OFFICE OF THE CHIEF PROCUREMENT OFFICER

NOTICE OF INTENT TO SOLE SOURCE – Standard & Poor’s Global Electronic Financial Services

(RCS-T-2026-00055)

THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR

QUOTATION OR PROPOSAL. THERE IS NO SOLICITATION PACKAGE AVAILABLE FOR

THIS ACTION. The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO), located in Washington, DC, intends to negotiate and award a (Firm-Fixed- Price (FFP) sole-source contract to Standard and Poor’s (S&P) Global electronic financial services subscription, a Nationally Recognized Statistics Rating Organization (NRSRO). This acquisition is being conducted using the policies and procedures of Federal Acquisition Regulations (FAR) Overhaul 15 “Contracting by Negotiation.” and FAR Overhaul Part 12 “Acquisition of Commercial Items” and supplemented by the Housing and Urban Development Acquisition Regulations (HUDAR). The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 519290 – Web Search Portals & All Other Information Services.

Background & General Description of Work: HUD’s Government National Mortgage Association (Ginnie Mae) has a requirement for a sole source award to S&P Global, Incorporated to continue supporting Ginnie Mae’s suite of comprehensive financial content covering: financial news and analysis;

reviews of domestic and global banks; financial industry data; annual and quarterly regulatory filings;

bank performance and peer analytics; earnings reports; and announcements and investor presentations.

The current contract 47QFDA21C00008 was awarded on October 06, 2021, to S&P Global, Inc. for a base period of 12-months and four 12-month option periods. The 12-month extensions under FAR 52.217-9 were exercised on October 06, 2022, October 06, 2023, October 06, 2024, October 06, 2025, respectively, and expiring October 06, 2026. Ginnie Mae requires S&P Global support services. The Contractor shall provide Ginnie Mae's Office of Enterprise Risk ("OER") requires an electronic subscription service of financial data from S&P Global, Incorporated ("S&P") to support the continued surveillance of its issuers and financial counterparties. These issuers include commercial banks, thrifts, savings and loans, mortgage banks, credit unions and other financial institutions that perform a variety of mission-critical functions, such as collecting monthly mortgage payments from borrowers and forwarding those payments to investor bondholders. S&P’s data also is crucial to Ginnie Mae’s ability to produce Generally Accepted Accounting Principles (GAAP) compliant financial statements. The draft Statement Work Statement (SOW) is attached, herein.

Unique Characteristics of the Requirement: The circumstances of this requirement deem only one source reasonably available due to the unique and specialized nature of the Government’s need for continuous services. S&P Services are to provide essential electronic financial delivery products which are unique because they support the integration of financial information directly into Ginnie Mae's proprietary software models and applications, without any additional requirements to the contractor to facilitate financial analysis and better management of Ginnie Mae’s Risk Profile. The data will be used for various purposes, including the creation of derivative works for Ginnie Mae’s internal use, such as the development of risk models, financial histories, credit profiles and other analytical tools relating to its role in the mortgage industry and requiring a unique skillset. Any delays, interruptions, or lapses in service with this financial ratings contract would negatively impact the consistent review and modeling of the various components that make up the secondary mortgage market.

OFFICE OF THE CHIEF PROCUREMENT OFFICER

Market research revealed that there are no other firms that can provide Ginnie Mae's OER with an electronic subscription service of financial data from S&P. S&P’s business with GNMA does not present a potential conflict of interest. This leaves the incumbent, S&P Global, Inc. as the only viable, available source to fulfill the acquisition need.

General Information & Instructions: This is NOT a solicitation for proposals, proposal abstracts, a request for competitive proposals; or request for competitive proposals; however, all responses received within 3 days from the date of publication of this synopsis will be considered by the Government. Any responses to this notice must clearly and thoroughly defend claims or assertions that attempt to refute the Government’s stance. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement, but the information must eliminate the Government's concerns and address how the items can be provided without jeopardizing the requirement. A brochure or capabilities statement is not the way to alleviate or eliminate the Government's concerns. Responses must be specifically tailored to address (1) exactly how the offeror’s services can be provided without jeopardizing the Government’s mission, (2) how the approach overcomes the barrier to competition the Government faces, and (3) how the approach is more advantageous to the Government than the sole source approach. If no affirmative responses are received within 3 days of this notice, a contract will be issued to S&P Global. Any questions regarding this notice must be submitted in writing via email to and Cheri.L.Redding@hud.gov.
