About this opportunity

NOAA intends to award a sole-source firm fixed-price purchase order to the Washington Department of Fish and Wildlife Molecular Genetics Laboratory for processing and genetic analysis of 560 fin clips from the Similkameen River, with capabilities statements due August 15, 2026.

The contract is valued at approximately $26,500 under Simplified Acquisition Procedures. Work is performed at WDFW's facility in Olympia, Washington, with period of performance from one month after contract signature through September 1, 2027. The sole-source rationale rests on WDFW's unique possession of a regional baseline of 384 single nucleotide polymorphism (SNP) markers compiled from tens of thousands of steelhead specimens collected over several decades throughout the Pacific Northwest — data unavailable from any other entity. Market research through internet searches and regional expert consultation confirmed no other organization possesses comparable genetic baseline data or expertise. This baseline eliminates the need for costly field sampling that would otherwise be required, representing substantial cost savings to the government.

The work involves extracting DNA from fin clips, evaluating samples using the 384 SNP panel, and analyzing genetic data to determine population-level relatedness (Fst values) between Similkameen River collections and baseline data from other Columbia River steelhead populations. The deliverable is a final report summarizing laboratory methods, analysis procedures, and relatedness findings. Key milestones include delivery of samples with run list within 30 days of signing, laboratory completion by March 1, 2027, and final report submission by September 1, 2027. The work is conducted jointly by NWFSC and The Confederated Tribes of the Colville Reservation. NAICS 541715; PSC AJ12. Capabilities statements submitted by the due date will be evaluated; the Government retains sole discretion whether to proceed with sole-source award or conduct competitive procurement.
