About this file

This is a Single Source Determination document using Simplified Acquisition Procedures (SAP) for a contract action not exceeding the Simplified Acquisition Threshold.

The Department of Commerce, NOAA (Seattle, WA location) requires genetic analysis services valued at approximately $26,500. The requirement involves analyzing 560 rainbow trout fin clips using 384 single nucleotide polymorphism (SNP) markers and conducting statistical comparison of the resulting SNP values against a pre-existing database of SNP values from steelhead and rainbow trout specimens collected throughout the Pacific Northwest. The sole source identified to perform this work is the Washington Department of Fish and Wildlife Molecular Genetics Laboratory located in Olympia, WA. The rationale for single source selection is that WDFW possesses a unique regional baseline of 384 SNP genetic markers compiled from tens of thousands of steelhead collected over several decades, which is unavailable from any other entity. This baseline eliminates the need for costly field sampling of nearby basins that would otherwise be required, representing substantial cost savings to the government. Market research through internet searches and regional expert consultation confirmed no other organization possesses comparable genetic baseline data or expertise to perform the required comparative analysis. Both the Research Fishery Biologist and Contracting Officer certified and determined the single source justification on July 30, 2026, under requisition number 143041-26-0104.

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: 41 U.S.C. 1901 and FAR Part 12.102(a))

Requisition 143041-26-0104

1. Agency and contracting activity. Department of Commerce, NOAA, 7600 Sandpoint Way NE, Seattle WA 98115

2. Description of supplies or services required to meet agency needs (including the estimated value). We require genetic analysis of 560 rainbow trout fin clips with 384 single nucleotide polymorphism (SNP) markers, and a statistical comparison of the resulting SNP values to a pre-existing database of SNP values from steelhead and rainbow trout collected throughout the Pacific Northwest. The approximate expected cost of the sample processing and analysis is $26,500.

3. Identification of the single source to be solicited. Washington Department of Fish and Wildlife

Molecular Genetics Laboratory Natural Resources Building, 1111 Washington Street SE, Olympia

WA. POC:

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Only one source is capable – There are multiple vendors that could analyze fish tissues for single nucleotide markers. However, this contract leverages WDFW’s pre-existing regional baseline of 384 SNP genetic markers from tens of thousands of steelhead collected throughout the Pacific Northwest over the last several decades. The existence of the baseline entirely eliminates the need to sample all nearby basins that would be required without it, as this analysis is comparative. This represents a substantial cost savings as those thousands of samples would need to be collected by field biologists and processed at a significant cost to the government. No other entity has a comparable database to provide a useful genetic lineage for our collected samples.

5. Market Research. We have done internet searches and called experts throughout our region and found no other entity or group that has the expertise or baseline comparative data to perform the analysis we require.

6. Technical/Requirements Representative Certification. I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief
