About this opportunity
The Air Force Sustainment Center awarded a one-year, firm-fixed-price purchase order to Georgia Power Company for 450-ton chiller rental at Building 20128, Robins Air Force Base, Georgia, on June 30, 2026, under contract FA857126P0069 for $333,153.60.
The award was made on a sole-source basis under FAR 12.102(a). Georgia Power Company has provided the existing chiller since 2022, when the base central plant failed. The chiller supplies chilled water to four WR-ALC facilities supporting aircraft depot maintenance operations, including plating, machining, metal forming, and corrosion control. Without adequate chilled water, Building 20128's plating processes would experience downtime that could delay corrosion control work and ground aircraft. The one-year rental bridges the transition period as the US Army Corps of Engineers Huntsville Energy Division contract ends and the Defense Logistics Agency Energy assumes contract administration under a new DLAE contract vehicle.

The required 450-ton chiller rental service is already provided by Georgia Power Company. In
2022, Georgia Power Company provided the existing 450-ton chiller in which they delivered and
set up at building 20128. The existing chiller was purchased because the base central plant,
, failed in 2022. provides chilled water to most of the administrative and industrial
facilities. The cost of the repair at was originally estimated at $ and is not expected to
be completed until . While determining a solution, B20128 indicated that they had
production that was down due to the lack of sufficient chilled water that was going to cost about
per year and impact production in as well. Therefore, the
current contract was awarded as a modification to the Loop 3 UESC project by US Army Corps
of Engineers (USACE) Huntsville Energy Division. WR-ALC and AFCEC have decided to
transfer contract administration of the UESC from US Army Corps of Engineers (USACE)
Huntsville Energy Division to Defense Logistics Agency Energy (DLAE). DLAE does not yet
have a contract in place that could be modified to keep the rental chiller through the transition
from Huntsville Energy Division to DLAE. This one-year rental service will ensure B20128 has
sufficient chilled water during the time of the USACE contract ending, , and DLAE
starting their contract, which is expected to be placed in the .
