About this opportunity
The Department of Health and Human Services Indian Health Service has published a Special Notice announcing its intent to award a sole source contract for radiology CT interpretation services. The notice pertains to a 2-month firm fixed-price contract valued at less than $38,000 for telehealth radiology services at the Indian Health Service Hospital in Fort Yates, North Dakota and McLaughlin Health Center. The contract is set aside for small businesses and will be awarded to James Valley Imaging Limited for the period of August 1, 2025 through September 30, 2025. The agency is seeking a waiver from competitive procurement requirements under FAR 6.302-1, citing that only one responsible source can satisfy the agency's requirements. The notice was posted on July 9, 2025 with responses due by July 23, 2025.
The primary objective of this contract is to provide critical 24/7 teleradiology interpretation services to prevent patients from traveling over 150 miles roundtrip to Bismarck, North Dakota for radiologic consultations, which would create undue hardship for the impoverished tribal population and cause delays in emergency and inpatient care. The agency justifies the sole source approach by stating that James Valley Imaging Limited is the only vendor that can provide continuity of care with the existing EHR/RPMS system and maintain continuous coverage with both IHS and Standing Rock Sioux Tribe programs. Contractors responding to this notice must demonstrate clear and convincing evidence that sole source procurement would be advantageous to the government, cost-effective, and aligned with the agency's mission objectives. All questions and comments must be submitted via email to the designated contract specialist, with phone calls and voicemails not being accepted. The government emphasizes that this is not a request for quotes or proposals, and respondents will not be reimbursed for any costs incurred in responding to the notice.

Non-Personal Service purchase order for a Radiology CT Interpretation Services that is associated with the Radiology Department at the Indian Health Service Hospital Fort Yates, North Dakota & McLaughlin Health Center. Without teleradiology interpretive services for the onsite radiologic services, patients will have to travel to Bismarck North Dakota, Radiology clinic for consultations prior to being seen for CT and other radiologic needs. If needed which would result in over 150-mile roundtrip visit and is not suitable in emergent/urgent situations such as an emergency room or inpatient setting. The tribal population demographics show one of the highest poverty levels in the United States. Without having a Teleradiology Services for 24 hours/ 7 days a week for two months will cause undue hardship for the patients, likely diversion status of the Emergency Department and Inpatient settings, and lead to a delay of care increasing the morbidity due to inability to administer critical radiologic services. The vendor must be able to provide continuity of care with the existing EHR/RPMS system and also provide continuous coverage with the non-IHS tribal programs contract administered by the Standing Rock Sioux Tribe. Currently only one vendor providers Radiologic interpretation services for both IHS and the Standing Rock Sioux Tribe mutual patients/programs.
