About this opportunity

The Naval Sea Systems Command, specifically the Naval Surface Warfare Center (NSWC) Crane Division, is seeking to procure Cross Domain Solutions Hardware Wall (CDS HWW) equipment and related services in support of maritime defense platforms including the P-8A Poseidon and Triton unmanned aircraft systems. The procurement encompasses production of the CDS HWW (PN HWW-1U-3L-3-HW), test and evaluation activities, teardown services, repairs, and engineering support. This is being conducted as a sole-source acquisition under 10 U.S.C. 3204(a)(1) based on the determination that only one responsible source can satisfy agency requirements and that awarding to another vendor would result in substantial cost duplication and unacceptable delays. While the government intends to award to The Boeing Company, all responsible sources are invited to submit capability statements or proposals for consideration in re-evaluating the sole-source justification. The solicitation is anticipated to be released in the second quarter of FY2026, with contract award expected in the third quarter of FY2026.

This procurement is not subject to any small business set-aside designations. The Boeing Company, located at 460 Herndon Parkway, Herndon, Virginia, is identified as the intended sole-source awardee. The contract value is estimated between a minimum of $4,000 and a maximum of $24.8 million over a five-year period under what was originally planned as an Indefinite Delivery Indefinite Quantity contract with Firm-Fixed-Price terms, though Amendment 0001 changed the contract type to a Basic Ordering Agreement. Delivery terms are F.O.B. Origin from the NSWC Crane facility located in Crane, Indiana.
