About this opportunity
The Naval Supply Systems Command's Fleet Logistics Center Norfolk, Contracting Department Groton office intends to award a sole-source purchase order to Infobase for Credo Reference Academic Core, a library reference web database, with an anticipated award date of August 21, 2026; challenges to the sole-source justification are due August 4, 2026.
The procurement supports the U.S. Naval War College Library and will be conducted under Simplified Acquisition Procedures (FAR Part 13) and FAR 6.302-1 (other than full and open competition). The estimated total cost is $36,874.92 for a base contract period from September 1, 2026, through August 31, 2027, with four optional one-year renewals extending through August 31, 2031.
Infobase's Credo is a searchable online database containing over 900 full-text reference books including encyclopedias, dictionaries, and handbooks, supplemented by images, maps, and videos. The sole-source justification rests on system integration: the database is configured specifically for NWC's existing electronic library management systems, including Alma Library Services Platform, Primo discovery system, and Springshare library software. Market research confirmed no comparable alternatives exist through mandatory sources or other commercial channels.
Challenges asserting the availability of equivalent supplies or services meeting the Government's needs must be submitted in writing to sarah.p.schultz.civ@us.navy.mil. The decision to compete remains solely within the Government's discretion.
