About this opportunity
The Defense Health Agency Contracting Activity, Healthcare Operation-West, has published a Notice of Intent to award a sole source supply contract to Phadia US Inc. (Thermo Fisher Scientific) for the Phadia 250 System analyzer, supplies, and reagents. This special notice, designated HT941026N0037, was posted on April 10, 2026, and applies to procurement requirements for the Laboratory Department at Tripler Army Medical Center in Hawaii. The contract is being pursued as a sole source acquisition under Federal Acquisition Regulation (FAR) 12.102-1 and 12.102(b), which authorize simplified procedures when only one source is available to meet the Government's needs. The procurement falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) and Product Service Code 6632 (Analysis Instruments, Medical Laboratory Use). This is a firm fixed price supply purchase contract, not a request for competitive quotes.
The Government's objective is to obtain the Phadia 250 System analyzer and associated supplies and reagents to support the laboratory's allergen testing capabilities, specifically leveraging the proprietary ImmunoCAP assay technology for whole-allergen and allergen component testing. The justification for sole sourcing emphasizes that ImmunoCAP assays provide uniquely standardized, reproducible results with long-term consistency that cannot be replicated by alternative systems, which is critical for maintaining consistent longitudinal patient data and validated diagnostic outcomes. Interested parties who wish to challenge this sole source determination must submit capability statements not exceeding six pages in 10-point font to Bobbie Dobberstein at bobbie.s.dobberstein.ctr@health.mil by 1000 Pacific Daylight Time on April 25, 2026. The contract includes a base period ending September 30, 2027, with four option periods extending through September 30, 2031, and an additional delivery date of March 31, 2032. Telephone requests or offers will not be accepted, and all submissions must comply with the specified formatting requirements.

Notice of Intent to Sole Source HT941026N0037
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Operation-West (HCO-W), intends to award a firm fixed price supply purchase for Phadia 250 System, analyzer supplies and reagents for use in the Laboratory Department at Tripler Army Medical Center, HI, in accordance with the Federal Acquisition Regulation (FAR) 12.102-1, Simplified Procedures sole source acquisition FAR 12.102(b), restricting competition, only one source being available to meet the Government’s needs, to:
- Phadia US Inc.
- (Thermo Fisher Scientific)
- 4169 Commercial Ave
- Portage, MI 49002
The North American Industry Classification System (NAICS) code for this requirement is 334516, Analytical Laboratory Instrument Manufacturing; the business size standard is 1,000 (in employees). The Product Service Code (PSC) is 6632 Analysis Instruments, Medical Laboratory Use.
The objective of this sole source award is to procure Phadia 250 System Analyzer, supplies and reagents for Tripler Army Medical Center. ImmunoCAP assays are uniquely standardized and globally recognized for their analytical performance, reproducibility, and long-term consistency. ImmunoCAP provides scaled, reproducible results that closely mirror skin prick testing. The proprietary nature of ImmunoCAP assay design, calibration, and result standardization means that alternative systems cannot produce clinically equivalent or interchangeable results. As a result, no other supplies or services can reasonably satisfy the Government’s requirement to maintain consistent longitudinal patient data and validated diagnostic outcomes across time and locations.
The Laboratory Department requires supplies, reagents, and maintenance for the Phadia Analyzer which can perform whole-allergen and allergen component testing. This breadth and depth of capability is not replicated by any other vendor and is essential to supporting the full spectrum of current and emerging clinical requirements relevant to the military health system. Limiting this capability would directly reduce diagnostic readiness and flexibility.
- Delivery Schedule

- Option Period 1: 30 September 2028
- Option Period 2: 30 September 2029

Thermo Fisher Scientific is the only source that can meet the Government’s minimum requirements to provide the requested supplies and reagents mentioned above at Tripler Army Medical Center.
This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required customized implant for Naval Hospital Twentynine Palms. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
If a vendor challenges the basis of this requirement, please email capability statements as a Microsoft Word or Adobe PDF attachment to Bobbie Dobberstein at bobbie.s.dobberstein.ctr@health.mil.
The closing date for challenges is no later than 1000 Pacific Daylight Time, Wednesday, 25 April 2026.
