About this opportunity
The Naval Surface Warfare Center (NSWC) Crane is seeking to procure 500 Pattern Generator Kits (P/N MAL-092-A1) for the Squad Aiming Laser (SAL) System to support Naval Special Warfare Visual Augmentation Systems Operators. This sole source procurement is being conducted under FAR 6.302-1 authority, with L3 Technologies Inc. of Londonderry, New Hampshire identified as the only source capable of meeting the government's form, fit, and function requirements for ancillary items to the LA-23 PEQ laser system without incurring substantial duplication of costs or unacceptable delays. The solicitation was issued on July 7, 2025, with quotes due by July 16, 2025, at 5:00 PM Eastern Time. Offerors must be properly registered in the System for Award Management (SAM) and submit proposals via email to the contract specialist. While the government intends to negotiate with L3 Technologies exclusively, all responsible sources may submit capability statements for consideration, though the determination not to compete remains at the government's discretion.
Despite the government files indicating this is a Women-Owned Small Business (WOSB) set-aside, the main solicitation description states "No Set-Aside Used," creating some ambiguity in the set-aside designation. L3 Technologies Inc. is positioned as both the sole source provider and the target for this procurement, given their unique capability to supply the required pattern generator kits. The contract is structured as a firm fixed-price arrangement with delivery required by January 28, 2026, and accelerated or partial deliveries are accepted at no additional charge. The procurement falls under NAICS code 333310 for Commercial and Service Industry Machinery Manufacturing and PSC code 5855 for Night Vision Equipment. The place of performance is Crane, Indiana, where NSWC Crane is located.
