About this opportunity
The Department of the Navy Naval Supply Systems Command (NAVSUP) has issued a Special Notice announcing its intent to award a sole source Firm Fixed Price contract to Spec-Built Systems, Inc. for shipboard berth lockers and panels. The notice was posted on April 4, 2025, with a response deadline of April 7, 2025, and falls under the Sheet Metal Work Manufacturing NAICS category (332322). The contract opportunity is focused on marine hardware and hull items, specifically procurement of specialized shipboard equipment. This sole source procurement is being conducted in accordance with Federal Acquisition Regulation (FAR) sections 6.303-2 and 13.501, which provide guidelines for limited competition contracting.
The primary purpose of this Special Notice is to provide transparency regarding the Navy's intention to award a contract directly to Spec-Built Systems, Inc. without a full competitive bidding process. Potential contractors who believe they can provide equivalent services are invited to submit written challenges to the sole source determination by emailing bridget.m.crouch.civ@us.navy.mil. Any challenges must include comprehensive information demonstrating the contractor's ability to meet the government's specific requirements. The government retains full discretion in determining whether to consider alternative providers based on submitted challenges. While this notice is not a formal request for proposals or quotations, it represents an opportunity for interested contractors to potentially compete for the contract if they can prove their capability to deliver equivalent services. The final decision to maintain the sole source status or open the procurement to competition rests entirely with the government.

Challenges must include information sufficient to enable the Government to make a determination that an equivalent service exists which would meet the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
