About this opportunity
The Defense Information Systems Agency (DISA) issued a sole source notice of intent on September 8, 2026, for a five-year, DoD-wide Cisco Joint Enterprise License Agreement (JELA) as a single-award, indefinite delivery/indefinite quantity contract with Cisco Systems, Inc., with responses due September 23, 2026. This is a sole source procurement under 10 USC 2304(c)(1); DISA will not post a formal solicitation, and quotations or proposals submitted in response to this notice will not be accepted.
The requirement encompasses six integrated components: Cisco Capabilities Enterprise Agreement (CCEA) covering hardware maintenance and perpetual software support; software subscription licenses for email defense, unified communications, cybersecurity, and data center modernization; advanced engineering services for planning, design, implementation, and optimization; Cisco Learning solutions including training credits and certifications; Hardware-as-a-Subscription with implementation and lifecycle management; and centralized asset management across DoD components.
The sole source justification rests on Cisco's proprietary access to source code, hardware architecture, and global threat intelligence required for national security, including zero-day patch deployment and Tier 4 engineering support. Cisco is identified as the only capable source.
Interested companies must submit written capability statements within 15 business days of notification. Requirements include a valid Top Secret Facility Security Clearance, Tier 5 or Tier 3 personnel clearances for engineering staff, U.S. citizenship for direct support personnel, and CMMC Level 1 compliance. The NAICS code is 513210 (Software Publishers) with a $47 million size standard. Place of performance covers all DoD components as defined in DoD Directive 5100.01, executed under DFARS Section 208.74.
