NOTICE OF INTENT-SOURCES SOUGHT
Tracking No. 842674432
The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization intends to establish a sole source single award indefinite delivery, indefinite quantity Department of Defense (DoD)-wide Cisco Joint Enterprise License Agreement (JELA) with Cisco Systems, Inc. A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 6.301.
The DoD operates a vast and globally integrated communications network, built on a significant, long-term investment in Cisco networking and security hardware. The continuous, reliable, and secure performance of this network is essential for warfighter readiness and the protection of mission-critical data. A DoD-wide Cisco JELA is a strategic initiative to optimize licensing expenditures and enhance the Department's buying power by presenting a unified pricing position. This JELA establishes a comprehensive, five-year contract vehicle for the procurement of Cisco hardware maintenance, perpetual software maintenance, software subscriptions, advanced engineering services, certified technical training, Hardware-as-a-Subscription (HaaS) capabilities, and comprehensive asset management across the DoD.
The proposed contract action is for all DoD components as defined in DoD Directive 5100.01, Functions of the DoD and Its Major Components. This enterprise software agreement approach is executed in accordance with the Defense Federal Acquisition Regulation Supplement Section 208.74, which governs enterprise software agreements for the Department. This requirement will provide a flexible and enduring framework that accommodates technological evolution, ensuring that as new products are introduced over the life of the agreement, they may be incorporated provided they are equivalent to or extensions of existing products/capabilities. The requirements are structured to directly address these core needs through six integrated components:
· Cisco Capabilities Enterprise Agreement (CCEA): The cornerstone of this agreement, formerly Global Enterprise Modernization Software & Support (GEMSS), CCEA provides a cost-effective, bundled solution for the DoD's foundational needs. It combines essential hardware maintenance (SNTC), perpetual software support (SWSS), and modern networking software (Cisco DNA) into a single, integrated package. From a technical standpoint, this ensures the entire inventory of Cisco network infrastructure is reliably maintained with the correct, Original Equipment Manufacturer (OEM) authorized software and security patches, safeguarding operational readiness and preventing interoperability issues.
· Software Subscription-Based Licenses: A broad catalog of software subscription-based licenses that are critical for modernization. These subscriptions enable key technical capabilities across several strategic areas, including robust email defense, enterprise-wide unified communications, advanced cybersecurity protections, and the modernization of data center infrastructure. This structure allows the DoD to flexibly acquire and scale specific software solutions, ensuring technical compatibility and adherence to enterprise architecture standards.
· Advanced Cisco Engineering Services: This area provides the DoD with on-demand access to specialized, OEM-certified engineering expertise for the planning, design, implementation, and optimization of the technologies procured under this agreement. These services range from direct end-user troubleshooting to complex, on-site architectural design and support. By integrating access to certified engineers with knowledge of proprietary tools and labs, this part of the requirement ensures that the DoD can effectively deploy and manage both current and future Cisco technologies, thereby maximizing the value and performance of its network infrastructure investments
· Cisco Learning: To ensure the DoD maintains the internal technical competency required to operate modernized infrastructure, the contractor shall provide comprehensive Cisco Learning solutions. The scope includes, but is not limited to, the provision of Cisco Learning Credits, access to Cisco University, Instructor-Led Training, Cisco Certification Programs, and broad Certification Enablement initiatives.
· Hardware as a Subscription (HaaS): A consumption-based acquisition model where Cisco hardware and software are procured as a single, recurring service. Tailored to defined requirements this outcome-driven model bundles physical implementation, continuous lifecycle management, service level agreement adherence, and built-in technology refreshes—ensuring mission capabilities evolve without the need for separate capital procurements.
· Asset Management: The DoD needs a comprehensive and robust asset management capability as a core component of this agreement. This capability must be delivered through a single, centralized platform that provides the DoD with complete visibility and control over the maintenance of its entire inventory of Cisco hardware and software assets procured hereunder. A comprehensive asset management tool will provide the DoD with enhanced insight and control over its entire inventory of new and existing hardware and software. This platform serves as the authoritative source for documenting and managing all Cisco licenses and subscriptions across the Department.
The comprehensive, enterprise-level Cisco solution encompasses hardware maintenance, perpetual software maintenance, software subscriptions, advanced engineering services, certified technical training, HaaS capabilities, and robust asset management across the DoD. To meet stringent national security requirements, the source must possess proprietary, unmediated access to Cisco's underlying source code, hardware architecture, and global threat intelligence backbones (e.g., Cisco Talos) to engage directly and instantaneously with DoD Cyber Defense Command and United States Cyber Command. This direct engagement is critical to accelerate threat response, vulnerability remediation, and enterprise cyber resilience at scale. Specifically, the source must demonstrate the inherent OEM authority and technical capability to autonomously author, test, and deploy critical zero-day security patches, alter base firmware, and guarantee direct-to-OEM Tier 4 engineering support through the DoD.
At this time, the original equipment manufacturer, Cisco, is the only source capable of providing all necessary services.
The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), as implemented by FAR 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide the full scope of service must indicate their interest in writing within 15 business days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement.
The North American Classification System (NAICS) code 513210 – Software Publishers, with a with a corresponding size standard of $47M will be used for determining company size status.
