About this opportunity
The National Institute on Aging (NIA), part of the National Institutes of Health within the Department of Health and Human Services, has issued a sole source modification notice for the Aged Rodent Tissue Bank (ARTB) project. This special notice, posted on December 10, 2025, announces the intent to award a 12-month extension to the existing Contract No. 75N95021C00008 with the University of Washington. The modification will extend the contract's period of performance through March 14, 2027, and the Government will accept responses from interested parties for 30 days following the posting date. This is not a competitive solicitation; rather, it is a notice of intent based on the determination that only one responsible source exists for this requirement under Federal Acquisition Regulation (FAR) 6.302-1.
The primary purpose of this sole source modification is to continue the critical collection, storage, and distribution of biospecimens—including tissues and fluids—from the NIA Aged Rodent Colonies to prevent service interruption while a follow-on contract is being developed. Interested parties have until January 10, 2026, to submit written responses demonstrating their bona fide capability to fulfill this requirement, though the Government retains sole discretion to award based on these responses or proceed with the current contractor. While there are no specific eligibility restrictions stated, contractors must provide sufficient documentation to establish their qualifications to perform aged rodent tissue banking and biospecimen management services. The Government will not reimburse any costs incurred by parties responding to this notice, and the work falls within the Research and Development in the Physical, Engineering, and Life Sciences sector (NAICS 541715) with a focus on health research and development services.
Notice text
This is a notice of intent to award a sole source modification under current Contract No. 75N95021C00008 with UNIVERSITY OF WASHINGTON to extend the period of performance by 12-months through March 14, 2027. The purpose of this sole source modification is to extend the final period of performance for the Aged Rodent Tissue Bank (ARTB) for twelve additional months in order to continue the collection, storage and distribution of biospecimens (tissues and fluids) from mice and rats from the National Institute on Aging (NIA) Aged Rodent Colonies. Due to a continued need for the services performed under this contract, and to prevent a lapse in critical services while the follow-on contract is being competed, it is necessary to complete a sole source modification to extend the period of performance to avoid the interruption of mission critical services to support the NIA mission.
This notice is being published by NIH/NIA in accordance with Federal Acquisition Regulation (FAR) 5.201. The statutory authority for this sole source modification is FAR 6.302-1, Only One Responsible Source. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received within 30 days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely at the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. NIDA will not be responsible for any costs incurred by interested parties responding to this notice.
