About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking urgent testing, setting, and tagging services for relief valves and gauges through a Sole Source contract with Standard Calibrations Inc. This procurement falls under FAR 6.302-1 authority, justified by the critical and time-sensitive nature of the requirement to maintain damage control readiness for naval systems. The government has conducted market research and determined that Standard Calibrations Inc. is the only capable source in the Hampton Roads Area able to perform the required function, with all other vendors solicited confirming their inability to fulfill the requirement or provide equivalent alternatives. The evaluation is not competitive; however, any party may challenge the sole source determination by submitting written evidence of an equivalent service provider to Charles.d.bell14.civ@us.navy.mil. The solicitation was posted on January 13, 2026, with responses due by January 14, 2026, representing an extremely compressed timeline reflecting the urgent operational necessity.

This procurement involves no set-aside designation and is categorized under NAICS 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) and PSC J020 (Maint/Repair/Rebuild Of Equipment - Ship and Marine Equipment). Standard Calibrations Inc. is identified as the intended contractor based on its unique capability to address the September 20, 2025 discovery that all three stages of forward, mid, and aft EBAC relief valves required expedited testing and setting. The contract is structured as a Firm Fixed Price award under Simplified Acquisitions authority with a ceiling of $250,000, though the actual award value is not disclosed in this notice. The work encompasses testing all stages (1st, 2nd, and 3rd) of multiple relief valves and gauges critical to naval vessel operations. The place of performance is Norfolk, Virginia 23511, where NAVSUP Fleet Logistics Center Norfolk Office is located.

Notice text

In accordance with FAR 6.302-1, NAVSUP Fleet Logistics Center Norfolk Office intends to award a Sole Source Firm Fixed Price Contract to Standard Calibrations Inc. This notice of intent is not a request for proposals or quotations; however, any challenges to this sole source must be received in writing and sent to Charles.d.bell14.civ@us.navy.mil to be considered by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include information sufficient to enable the Government to decide that an equivalent service exists which would meet the Governments needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
