About this opportunity
The United States Marshals Service (USMS), specifically its Investigative Operations Division (IOD) and Missing Child Unit (MCU), has issued a Special Notice dated April 30, 2026, announcing its intent to negotiate a sole source contract with the National Center for Missing and Exploited Children (NCMEC), Inc. This pre-solicitation notice, published in accordance with federal acquisition regulations, signals the agency's determination that NCMEC is the only responsible source capable of fulfilling the stated requirement. The Department of Justice USMS is seeking to establish a contract for specialized analytical support to enhance its missing child investigation and recovery operations.
The primary objective is to procure support services from three (3) analysts to directly assist USMS MCU operations in missing and endangered child investigations, child exploitation case support, intelligence analysis, case coordination, and integration with national law enforcement databases and systems. The submission period closes on May 16, 2026, and this acquisition will be conducted under simplified acquisition procedures with no set-aside restrictions applied. NCMEC qualifies as the sole source provider based on its statutory mandate under the Missing Children's Assistance Act, established law enforcement integration capabilities, specialized expertise in missing child recovery operations, and capacity to maintain operational continuity on ongoing investigations. The contract will be classified under NAICS 624110 (Child and Youth Services), and any other source would result in unacceptable disruptions to active investigations and mission effectiveness. Only NCMEC, Inc., located at 333 John Carlyle Street, Suite 125, Alexandria, Virginia, is eligible to participate in this sole source procurement.
