About this opportunity
The United States Marshals Service (USMS) has issued a Special Notice of Intent to sole source a contract with The National Center for Missing and Exploited Children, Inc. (NCMEC) for analyst support within their Investigate Operations Division (IOD) Missing Child Unit. This notification relates to a follow-on requirement to procure analysts who will support cases involving missing and endangered children. The contract opportunity is based on the Missing Children's Assistance Act of 2018, which has been reauthorized through Public Law 118-65 with appropriations extended until 2028. The special notice was published on May 19, 2025, with a response deadline of June 2, 2025, and is categorized under the NAICS code 624110 for Child and Youth Services.
The primary purpose of this notice is to formally communicate the USMS's intent to negotiate a sole-source contract directly with NCMEC without conducting a competitive procurement process. While the notice invites interested parties to demonstrate their capability to fulfill the requirement, it explicitly states that this is not a request for competitive quotes. Contractors wishing to respond must provide written documentation establishing their bonafide capability to meet the contract's needs. All questions or comments must be submitted via email to the Contracting Officer, with a specific subject line format indicating the notice in question. The government retains sole discretion in determining whether to compete the contract action and will not reimburse any costs incurred by respondents in preparing their submissions. Potential contractors should carefully review the notice and understand that this is an informational communication, not a solicitation for quotes or proposals.
