About this opportunity

The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has issued a Special Notice announcing its intent to award a sole source contract to MX3D B.V. for upgrades to an existing Wire Arc Additive Manufacturing System (WAAM). The contract will be structured as a Firm Fixed Price award under FAR 13.500 and falls under NAICS code 333248 for All Other Industrial Machinery Manufacturing with a size standard of 750 employees. The upgrade is needed to support ongoing Military Engineering research and development programs focused on developing new methodologies for manufacturing large infrastructure components using additive manufacturing technology. The agency justifies the sole source approach by stating that MX3D B.V. possesses unique knowledge of proprietary software for the current system that cannot be provided by any other vendor. This Special Notice is published for informational purposes only and will not result in a formal solicitation.

The primary objective of this upgrade is to enable the use of multiple metal systems automatically without the time-intensive process normally required to swap materials, thereby saving time on current research efforts and enhancing capabilities for additional multi-material WAAM research areas. The upgrade package includes enhancements to slicer software and a server for processing model files that must be locally connected to the WAAM system. While the government intends to proceed with sole source procurement, all responsible sources may submit capability statements, proposals, or quotations by 3:00 PM CST on July 8, 2025, to demonstrate their ability to fulfill the requirement. Submissions must include detailed descriptions of past experience with same or similar requirements along with references, and must be sent via email to the designated contracting officers with the solicitation number in the subject line. The government reserves sole discretion to determine whether to conduct a competitive procurement based on responses received, and oral communications are not acceptable for this notice.
