About this opportunity
The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT), a component of the Department of the Navy Naval Sea Systems Command, has issued a Special Notice regarding a sole source modification to an existing Purchase Order with Nightwing Intelligence Solutions, Inc. The notice is published in accordance with DFARS PGI 206.302-1 and FAR 5.2 and relates to a previously awarded contract (N6660424P0073). The original contract was awarded to Nightwing after a public solicitation on SAM.gov on 25 April 2024, with no additional sources emerging during the solicitation period. The contract involves electronic armor software solutions, and Nightwing is considered the only practicable source for these services due to its retention of data rights for the developed software.
The purpose of this modification is to expand the existing contract by adding 6 additional travel trips and 2,000 additional labor hours for engineering services support. The objective is to modify an existing weapons subsystem by tailoring Nightwing's existing software solution, with the alternative being a costly and time-consuming development of a new software estimated at $2,000,000 and a three-year schedule impact. The Special Notice invites potential contractors to submit capability statements, though the government retains sole discretion in determining competitive procurement. Interested parties must submit information via email to Hannah.l.murphy7.civ@us.navy.mil prior to 20 January 2025 at 2:00 PM. The anticipated award date is around 21 January 2024, and the procurement will be conducted under commercial services guidelines using authorities from 10 U.S.C. 3204(a)(l) and 41 U.S.C. 1901, as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii).

The awardee of this contract is Nightwing Intelligence Solutions, Inc (cage 3XYV3).
Prior to the award of N6660424P0073, A combined synopsis and solicitation notice (N6660424Q0073) was published publicly on the Government-wide Point of Entry (GPE), SAM.gov on 25 April 2024. The notice stated the intention of NUWCDIVNPT to award a contract on a sole source basis to Nightwing (Previously RCSI, Inc). No additional sources came forward during the solicitation period.
