About this opportunity
The U.S. Army Corps of Engineers, St. Louis District, has issued a Special Notice for a sole source procurement of Mitigation Bank Credits related to the New 1,200 ft Chamber construction project at Lock & Dam 25. This special notice is being published under Federal Acquisition Regulation (FAR) 6.302-1, which allows for a single source procurement in specific circumstances. The opportunity is categorized as a Total Small Business set-aside and was posted on December 6, 2024, with a response deadline of December 13, 2024. The notice involves the Department of the Army Corps of Engineers Engineering District in St. Louis, with a NAICS classification in Land Subdivision and a Product Service Code focused on Natural Resources/Conservation.
The primary objective of this special notice is to procure mitigation bank credits to compensate for unavoidable environmental impacts resulting from the water resources development project. The procurement is guided by Section 1163 of the Water Resources Development Act (WRDA) of 2016 and subsequent USACE Implementation Guidance, which emphasizes using mitigation banks and in-lieu fee programs for habitat compensation. The notice indicates that the Corps will consider available in-kind credits from mitigation banks to offset wetlands and habitat impacts during construction. Eligible contractors should be prepared to negotiate directly with the Corps, as this is a sole source procurement targeting small businesses. The mitigation credits are specifically intended to support environmental preservation and restoration efforts associated with the Lock & Dam 25 project, demonstrating the agency's commitment to sustainable infrastructure development.
