About this opportunity
Naval Sea Systems Command (NAVSEA), through Norfolk Naval Shipyard (NNSY), is soliciting calibration and repair services for nine pieces of government-owned Keysight Technologies measurement and test equipment, including one N9923A FieldFox RF Vector Network Analyzer, one N9918A FieldFox 26.5 GHz Microwave Analyzer, and seven U2065XA USB Wide Dynamic Range Peak and Average Power Sensors. This sole source procurement is being pursued under Title 10, U.S.C. Section 2304(c)(1), justified on the grounds that only one responsible source—Keysight Technologies—can satisfy the agency's requirements due to restrictive intellectual property rights and certification requirements established by NAVSEA-04. All calibration services must achieve a Test Accuracy Ratio or Test Uncertainty Ratio of 4:1 or greater per ANSI/NCSL Z540.1 standards and maintain traceability to NIST standards. The evaluation will be based on the contractor's ability to comply with Code 137 laboratory quality systems certification requirements and demonstrate competency to perform the required activities. Proposals are due by March 27, 2026, at 11:00 AM, with this announcement constituting the only solicitation issued.
This solicitation carries no set-aside designation, though the underlying contract documentation references a Women-Owned Small Business (WOSB) category classification. Keysight Technologies Inc. is the anticipated sole source awardee based on its exclusive authorization under the U.S. Navy METCAL program and C137 Metrology Engineering standards. The total contract value is $40,723.00 on a firm fixed-price basis, with individual line items including $1,413.00 for calibration of the N9923A unit, $6,683.00 for repair of the same analyzer, $3,738.00 for calibration of the N9918A unit, and $4,082.00 per sensor for calibration of the seven U2065XA power sensors, plus $35.00 per item for shipping and handling. The contract performance period extends for 364 days from award through March 25, 2027. Services will be performed at Keysight facilities, with equipment to be returned to Norfolk Naval Shipyard Building 276, Portsmouth, Virginia 23709-1001, and the contractor must obtain DBIDS access and comply with all security, safety, and portable electronic device restrictions applicable to naval installations.
