About this opportunity
The Naval Sea Systems Command, through the Naval Surface Warfare Center (NSWC) Crane Division, is soliciting calibration and repair services for Keysight electronic test equipment under a sole source procurement authority per FAR 13.106-1. The procurement includes five evaluation contract line items (CLINs) for assessment of specific equipment pieces: a Type-N 50-ohm Ecal module, PSG analog signal generator, PNA-L network analyzer, standard mechanical calibration kit, and multifunction switch/measure unit, each with a firm fixed price and 2-week delivery requirement from award. Following successful evaluation, five repair option CLINs are available with maximum not-to-exceed prices of $15,000 each, 4-week delivery timelines, and one-year option exercise periods, with repair pricing required to include both calibration and shipping costs. While this is a sole source procurement directed toward Keysight Technologies Inc., the solicitation permits all responsible sources to submit capability statements for consideration by the agency. The closing deadline for submissions is March 31, 2026, at 2:00 PM Eastern Time, with proposals required to be emailed to the contracting officer and contract specialists at the Navy addresses provided.
This procurement is unrestricted for women-owned small businesses (WOSB) under NAICS code 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals), with Keysight Technologies Inc. identified as the intended sole source contractor. The solicitation applies standard FAR and DFARS clauses, including cybersecurity maturity model certification requirements and payment processing through the Wide Area WorkFlow (WAWF) system, with all items to be inspected and accepted at destination. The contract requires offerors to be properly registered in the System for Award Management (SAM) and to provide appropriate representations and certifications regarding small business status and compliance matters. Performance of all work will take place at NSWC Crane, located at 300 Highway 361, Crane, Indiana 47522-5001, with Mary Bradley designated as the inspection and acceptance contact. The five initial evaluation CLINs are structured as firm fixed price contracts requiring completion within two weeks of award, followed by the optional repair work with longer four-week delivery timelines and individual price caps of $15,000 per repair line item.
