About this opportunity
The Mission and Installation Contracting Command – Fort Bragg has awarded a sole-source contract to Paraclete Aviation LLC for flight services and military parachute operations support, valued at $75,000, on a sole-source basis under FAR 6.103-2, Unusual and Compelling Urgency.
The contractor will provide all-inclusive flight services to the Airborne and Special Operations Test Directorate, including a CASA 212 or equivalent aircraft, pilots, maintenance personnel, and equipment to conduct static line and military freefall parachute operations for two exercises. The justification cites an unusual and compelling urgency requirement: blade-hour support must commence November 2, 2026, and standard operating procedures require a 60-day advance reservation. Market research identified other capable sources, but they lacked aircraft or crew availability for the required timeframe or could not accommodate late reservations. The incumbent contractor's prior experience, confirmed aircraft and crew availability for the mission dates, and ability to accept late reservations supported the sole-source determination. Period of performance runs from November 2, 2026, through January 31, 2027. Work is performed at Fort Bragg, North Carolina. The award is issued as a fixed-price purchase order (PANMCC-26-P-0000056498) funded with Operations & Maintenance, Army (OMA) fiscal year 2026 funds. The justification was posted within thirty days of award per FAR 6.301 requirements.
