About this file

This is a Memorandum for Record documenting the justification to limit competition for a sole-source contract award below the Simplified Acquisition Threshold.

Contracting Activity and Award Details

MICC Fort Bragg, North Carolina is awarding a fixed-price purchase order (PANMCC-26-P-0000 056498) valued at $75,000 USD to Paraclete Aviation LLC, located at 925 Doc Brown RD, Raeford, NC 28376. This is a follow-on requirement using Operations & Maintenance, Army (OMA) funds for Fiscal Year 2026. The period of performance runs from November 2, 2026, through January 31, 2026.

Scope of Services and Justification

The contractor will provide all-inclusive flight services to support military parachute training for the Airborne and Special Operations Test Directorate at Fort Bragg, North Carolina. Services include supplying a CASA 212 or equivalent aircraft, along with all necessary pilots, maintenance personnel, and equipment to conduct static line and military freefall parachute operations for two exercises. The Government invoked unusual and compelling urgency authority under FAR 6.103-2, citing the requirement for blade-hour support beginning November 2, 2026, with a 60-day advance reservation requirement per standard operating procedures. Market research identified other capable sources, but they lacked aircraft/crew availability or could not meet the required timeframe. The incumbent contractor's prior experience and confirmed aircraft and crew availability for the mission dates and ability to accept late reservations justified the sole-source award. The justification was posted within thirty days of award per FAR 6.301 requirements.

3. Description of Services or Supplies: This action is for a contractor to provide all-inclusive flight services to support military parachute training for the Airborne and Special Operations Test Directorate at Fort Bragg, North Carolina. The contractor will supply a CASA 212 or equivalent aircraft, along with all necessary pilots, maintenance, and equipment to conduct static line and military freefall parachute operations.

The services will be for two exercises, date 02 November 2026 to 31 December 2026, and 17 November 2026 to 31 January 2026.

For Actions without Options:

Period of Performance: 02 November 2026 to 31 January 2026 Total Value: $ 75,000 USD

4. Authority:

RFO FAR 6.103-2, Unusual and Compelling Urgency:

5. Reasons for Authority Cited:

a. The Government requires blade-hour support on 02 November 2026. PWS requires the contractor to accept reservations at least 60 calendar days in advance IAW standard operating procedures regarding reservation of training areas and runways. The Army standard for locking in resources for air operations is 45 days, to ensure adequate time for mission planning. Air Movement Requests (AMRs) are considered late at 44 days. In addition, the incumbent’s subcontractor has confirmed availability and the ability to meet all stated technical and scheduling requirements for the required mission dates.

b. If this requirement is not awarded in sufficient time to allow the contractor to accept reservations, ABNSOD may be unable to obtain wet blade-hour aviation support for scheduled military static-line and military free-fall operations. A gap in this support would delay or cancel airborne operations that support training, readiness, proficiency, and operational test activities.

c. The Government’s organic alternative is limited because the United States Air Force has been determined unavailable to conduct the specific flight-training requirements. Without commercial blade-hour support, ABNSOD may be unable to conduct planned test and evaluation events, validate airborne systems and procedures, or execute required military free-fall program activities on the planned schedule. This would create schedule disruption, reduce training and test throughput, and potentially require rescheduling of personnel, range support, airfield coordination, and associated test resources.

6. Publicizing Contract Actions: For The public display and synopsis requirements of

FAR 5.101 and FAR 5.203 do not apply due to the exception at RFO FAR 5.101(b)(2) and RFO FAR 5.201(b)(2).

Requirement to post justification in accordance with RFO FAR 6.301, Availability of Justification

Action is NOT a brand name restriction and is under RFO FAR 6.103-2, a posting is required within thirty days of award for a minimum of thirty days

7. Market Research: The PWS and Standard operating procedures regarding the reservation training areas and runways requires the contractor to accept reservations at least 60 calendar days in advance. While other known capable sources besides the incumbent’s subcontractor are available they either lacked aircraft/crew availability or could not accept the mission within the required timeframe for this procurement.

8. Other Facts: Award to the incumbent’s subcontractor may reduce transition and scheduling risk because the contractor previously performed the same blade-hour aviation-support requirement and is familiar with the operational requirements for military static-line and military free-fall missions. The incumbents’ subcontractor’s prior experience may reduce the time required to coordinate aircraft availability, crews, mission scheduling, and local operational requirements. The incumbents’ subcontractor also provides continuity of support if it can confirm aircraft and crew availability for the required mission dates and accept reservations considering the lack of notice regarding the sixty day usual notice.

9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
