About this opportunity

The Naval Sea Systems Command (NAVSEA) is seeking a sole source procurement for factory repairs of High Energy Converter (HEC) Assemblies in support of Multi-spectral Targeting Systems (MTS) at the Naval Surface Warfare Center Crane facility. The solicitation, numbered N00164-25-Q-0002, is specifically targeting GE Aviation Systems, LLC as the exclusive provider due to their proprietary rights and unique capability to meet the government's technical requirements. Interested vendors must be registered in the System for Award Management (SAM) and can submit capability statements, though the government retains sole discretion on competitive procurement decisions. Responses are due by February 27, 2025, at 5:00 PM Eastern Time, and must be submitted via email to the specified contract specialists. The solicitation is being processed under Federal Acquisition Regulation (FAR) Part 13.5 procedures, with all potential amendments to be posted on SAM.gov.

The contract is an unrestricted procurement with no specific set-aside designation, focusing on the repair of seven specific HEC part numbers. The anticipated contract value ranges from a minimum of $1.00 to a maximum of $250,000 over five contract years. Delivery is required within 30 calendar days of receiving failed systems or funding modification. Performance will be centered at GE Aviation Systems' facility located at 1000 MacArthur Memorial Highway in Ronkonkoma, New York. The procurement falls under NAICS category 335311 (Power, Distribution, and Specialty Transformer Manufacturing) and PSC category J016 (Maintenance/Repair/Rebuild of Aircraft Components and Accessories). The solicitation includes specific requirements for electronic payment processing through Wide Area Workflow (WAWF) and includes provisions for warranty tracking of serialized items.

ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for factory repairs of High Energy Converter Assemblies (HEC) in support of the Multi-spectral Targeting Systems (MTS).

SOLE SOURCE PROCUREMENT- The proposed contract action is for the repair services for which the Government intends to solicit and negotiate with one source only, GE Aviation Systems, LLC, 1000 MacArthur Memorial HWY, Ronkonkoma, NY 11779 under the authority of FAR 6.302-1. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
