About this opportunity

The USDA Forest Service seeks to award a sole-source, firm fixed-price contract to Mol Breeding Biotechnology LLC for targeted sequencing and genotyping of tropical-derived corn lines under the Germplasm Enhancement of Maize (GEM) Project, with proposals due September 13 and questions due September 10.

Place of performance is Ames, Iowa (MWA Plant Introduction Research, Iowa State University). The procurement requires probe-in-solution target enrichment, kernel chipping, DNA extraction, advanced library preparation, high-quality sequencing, and comprehensive bioinformatics analysis using validated SNP marker panels of approximately 45,000 primary SNPs and 10,000 secondary SNPs. The Government has determined that only Mol Breeding Biotechnology LLC can meet the requirement within the 180-day performance period due to proprietary workflows, germplasm-validated markers, and integrated sequencing-to-analysis processes. The Government will furnish corn seeds by December 31, 2026, and all work must be completed by March 31, 2027. The NAICS code is 541380, Testing Laboratories and Services, with a $19 million size standard. The contract structure includes two line items: CLIN 0001 for 10,000 SNPs and CLIN 0002 for 45,000 SNPs, each priced on an each unit basis. Award will be made to the offeror with the highest technical rating, provided price is fair and reasonable and past performance is acceptable or neutral. The contracting officer is Laniece Nixon (912-581-0625); questions should be directed to laniece.nixon@usda.gov with a courtesy copy to shannon.wrobel@usda.gov. Capability statements from other vendors will be reviewed only to assess competitive procurement feasibility; no reimbursement will be provided for capability submissions.

Notice text

The USDA intends to award a sole‑source, firm‑fixed‑price contract to Mol Breeding Biotechnology LLC for targeted sequencing and genotyping of tropical‑derived corn lines under the Germplasm Enhancement of Maize (GEM) Project. The requirement includes probe‑in‑solution target enrichment, kernel chipping, DNA extraction, advanced library preparation, high‑quality sequencing, and comprehensive bioinformatics analysis using proprietary, validated SNP panels (~45,000 primary SNPs and ~10,000 secondary SNPs). These panels are essential for maintaining continuity with existing GEM datasets and can only be provided through MOLBREEDING BIOTECHNOLOGY LLC’s specialized workflows.

Due to the unique technical tools, germplasm‑validated markers, and integrated sequencing‑to‑analysis processes required, the Government has determined that this requirement can only be met by MOLBREEDING BIOTECHNOLOGY LLC within the 180‑day performance period. Capability statements from other vendors will be reviewed solely to assess whether competitive procurement is feasible. The decision to compete the requirement rests solely with the contracting officer, and no reimbursement will be provided for the submission of capability information.
