About this opportunity
The Department of Homeland Security's Customs and Border Protection has issued a Special Notice announcing its intent to negotiate a sole source award with Leidos Inc. of Reston, Virginia for twelve Relocatable Passenger Vehicle Scanning Systems. This procurement falls under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1, which permits other than full and open competition when only one responsible source can satisfy agency requirements. The systems are intended for CBP's Office of Field Operations, specifically for Non-Intrusive Inspections Systems operations. The contract period of performance is scheduled from September 28, 2025 to September 27, 2026, with a NAICS code of 334517 for Irradiation Apparatus Manufacturing.
The Special Notice serves as notification of CBP's intent to proceed with sole source procurement rather than a request for competitive proposals, and explicitly states that no solicitation will be made available. Contractors interested in demonstrating their capabilities must submit information via email to the designated contracting officer at aga.frys@cbp.dhs.gov by 4:00 PM Eastern Time on September 3, 2025. Phone calls will not be accepted as a means of submission. While this is positioned as a sole source procurement favoring Leidos Inc., the notice provides an opportunity for other qualified vendors in the irradiation apparatus manufacturing sector to present their qualifications and potentially challenge the sole source determination. The procurement involves specialized scanning technology critical to border security operations, requiring systems that can inspect passenger vehicles without intrusive physical searches.
