About this opportunity
The Department of Homeland Security's Customs and Border Protection has issued a Special Notice announcing their intent to award a sole source contract to Leidos Inc. for twelve Medium Energy Mobile Systems. The procurement is intended for CBP's Office of Field Operations, specifically for Non-Intrusive Inspections Systems operations. The contract will be awarded under the statutory authority of 41 U.S.C. 3304(a)(1), which permits other than full and open competition when only one responsible source exists that can satisfy the agency's requirements. The contracting vehicle falls under NAICS code 334517 for Irradiation Apparatus Manufacturing and covers a one-year period of performance from September 28, 2025 through September 27, 2026.
The primary purpose of this Special Notice is to inform the contracting community of CBP's intention to proceed with sole source negotiations rather than conducting a competitive procurement process. Interested parties who believe they possess relevant capabilities may submit information about their companies to the designated contracting officer via email at aga.frys@cbp.dhs.gov by 2:00 PM Eastern Time on September 4, 2025. The notice explicitly states that no solicitation will be issued and that phone calls will not be accepted for capability submissions. While this is structured as a sole source award, the notice provides an opportunity for other potential contractors to present their qualifications if they believe they can meet CBP's specific requirements for these specialized mobile inspection systems. The procurement supports CBP's border security mission by acquiring advanced non-intrusive inspection capabilities for field operations.
