About this opportunity
The Naval Surface Warfare Center, Crane Division (NSWC Crane), under the Department of the Navy Naval Sea Systems Command, is seeking engineering services and supplies to support critical radar and fire control systems including the AEGIS AN/SPY radar system, MK99 Fire Control System (FCS), AN/SPS-49 radar system, associated transmitter groups, and ancillary equipment. This is a sole source procurement intended for Raytheon Company, located in Marlborough, Massachusetts, based on the authority that they are the only responsible source capable of providing the specialized services and supplies for these complex defense systems. The government plans to establish a Basic Ordering Agreement (BOA) structure with individual job orders specifying detailed requirements and delivery terms. While this is designated as sole source, all responsible sources may submit capability statements for consideration, though the government retains full discretion in determining whether to proceed competitively. The synopsis was posted on May 28, 2025, with a closing date of June 12, 2025, at 2:00 PM EST, and responses are due by August 13, 2025.
This procurement does not utilize any set-aside designations and is open to full and open competition despite the sole source justification for Raytheon Company as the intended contractor. The contract structure will be a Basic Ordering Agreement with a one-year ordering period, allowing for flexible procurement of services and supplies as needed through individual job orders. The anticipated maximum contract value is estimated at $99,900,000, representing a significant investment in maintaining and supporting these critical naval defense systems. NSWC Crane will conduct periodic reviews and synopsis of BOA job orders to ensure proper oversight and management of the agreement. The procurement falls under NAICS code 541330 for Engineering Services and PSC code J012 for Maintenance/Repair/Rebuild of Fire Control Equipment, reflecting the technical nature of the required support services.
