About this opportunity

The Naval Surface Warfare Center, Crane Division, under the Department of the Navy Naval Sea Systems Command, is seeking Engineering, Logistics, and Repair Services for the AN/ALQ-249 NGJ-MB system through a sole source procurement with Raytheon Company. This pre-solicitation notice, posted on July 9, 2025, establishes the government's intent to award a Cost-Plus-Fixed-Fee contract to Raytheon Company located at 2000 East El Segundo Blvd., El Segundo, CA 90245-4501. The sole source justification is based on FAR 6.302-1(a)(2), as the government has determined that only Raytheon possesses the requisite knowledge and expertise to satisfy the agency's requirements, and utilizing another source would result in significant cost duplication and schedule delays. While no formal solicitation will be posted to SAM.gov, responsible sources may submit capability statements for consideration by July 24, 2025, at 10:00 AM ET. The point of contact for this opportunity is Kate Muessig at kathryn.m.muessig.civ@us.navy.mil, and interested contractors must be properly registered in the Government System for Award Management database.

This procurement does not utilize any set-aside designation and identifies Raytheon Company as the intended sole source contractor for the AN/ALQ-249 NGJ-MB support services. The contract has an estimated maximum ceiling value of $51,485,000 with an anticipated award date of December 2025. The solicitation number is N00164-26-G-WS84-0001 and falls under PSC code J016 for maintenance, repair, and rebuilding of aircraft components and accessories, with NAICS code 334511 for search, detection, navigation, guidance, aeronautical, and nautical system and instrument manufacturing. While the government maintains discretion in determining whether to proceed with competitive procurement based on capability statement responses, the current intent is to proceed with the sole source approach. Any capability statements submitted will be evaluated primarily to determine if competitive procurement alternatives exist, though the government's determination not to compete remains within its sole discretion.

N00164-26-G-WS84-0001 – SOLE SOURCE – Engineering, Logistics, and Repair Services for AN/ALQ-249 NGJ-MB, PSC: J016, NAICS: 334511

Issue Date: 9 July 2025                       Closing Date: 24 July 2025 – 10:00 AM ET

ITEM DESCRIPTION – Naval Surface Warfare Center, Crane Division, has a requirement for the establishment of an Engineering, Logistics, and Repair Services Order with Raytheon Company to support AN/ALQ-249 NGJ-MB. This Job Order is anticipated to be a Cost-Plus-Fixed-Fee contract with an anticipated award in December 2025 and an estimated maximum ceiling of $51,485,000.

The proposed contract action is for services for which the Government intends to solicit and negotiate with one source, Raytheon Company, 2000 East El Segundo Blvd., El Segundo, CA 90245-4501, under the authority of FAR 6.302-1(a)(2). The requirement is being solicited on a sole source basis because no source other than Raytheon currently has the requisite knowledge and expertise to satisfy the agency’s requirements. Utilizing another source would result in significant duplication of costs and schedule delays.

A formal solicitation will not be posted to the SAM.gov website. All responsible sources may submit a capability statement, which shall be considered by the agency.  However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Contractors must be properly registered in the Government System for Award Management database (SAM).  Contractors may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the internet at www.sam.gov.
