About this opportunity

Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central in Naples, Italy intends to execute a sole-source contract modification under FAR 6.302-1 for design-build construction of a helicopter parking apron at Mari Naval Base, Cyprus, with responses due by October 27, 2026. The action modifies existing contract N33191-25-C-6015 to incorporate scope for the apron expansion without competitive solicitation.

The Government bases the sole-source determination on statutory authority under Title 10, U.S.C. Section 2304(c)(1), asserting that only one responsible source will satisfy agency requirements. The Government cites mission-critical justification: without this limited-source modification, an unreasonable constraint would compromise the facility's full functionality, diminish airfield safety and helicopter operations capability, delay facility availability for combat missions, and harm overall mission readiness.

Work location is Mari Naval Base, Cyprus. The scope is design-build construction of a helicopter parking apron to enable full operational functionality for helicopter movements. NAICS code 237310 (Highway, Street, and Bridge Construction) applies, with an annual size standard of $45 million. PSC code Y1BD covers construction of airport runways and taxiways. This notice is published for information purposes only and is not a request for competitive proposals. The Government will not return submitted information nor compensate respondents. Contracting Officer Daniel Magrino (Daniel.k.magrino.civ@us.navy.mil) oversees the action.
