About this opportunity

The Naval Surface Warfare Center (NSWC) Crane Division has issued a sole source solicitation for cyclotron beam facilities services to support radiation component testing and research. The procurement seeks specialized cyclotron facility research services for radiation hardening research of microelectronics and dosimetry research data collection under NAICS code 541380 (Testing Laboratories and Services). The government intends to negotiate exclusively with Texas A&M University Cyclotron, located at 3366 Tamu, College Station, Texas, as they are identified as the only known source capable of meeting the government's minimum requirements. While the solicitation allows other responsible sources to submit capability statements for consideration, the determination to compete remains solely at the government's discretion. The solicitation closes on September 30, 2025, at 10:00 AM Eastern Time, with all amendments and changes posted on SAM.gov.

Despite being labeled as a sole source procurement in the main description, the attached solicitation document indicates this contract is actually set aside for Women-Owned Small Business (WOSB) enterprises with a size standard of 500 employees. The contract structure allows for a minimum of 8 hours and maximum of 8,178 hours of service over a performance period extending from September 30, 2025, to July 31, 2030. Individual orders may range from $1 to $2,500,000 under this firm fixed-price arrangement. Services will be performed at NSWC Crane facilities in Indiana, with technical oversight provided by Casey Hedge, an Electronics Engineer, and procurement management by Christina Staggs as the contract specialist. The procurement is being conducted under FAR Part 13 simplified acquisition procedures by Daniele Wessel, the Simplified Acquisition Contracting Officer.
